Please join us for our February program with Judge Rachel Ezzell Berry and Register of Wills Vincent A. Rongioni, Esquire will provide information on Orphans' Court practice matters and updates in the Register of Wills office concerning trust, estate and probate matters.
Judge Rachel Ezzell Berry was elected to a ten-year term on the Delaware County Court of Common Pleas in 2023. She is a member of the Pennsylvania Conference of State Trial Judges Artificial Intelligence (AI) Task Force and the Delaware County “Meet Your Judges” community outreach committee. Prior to her election to the judiciary, Judge Berry was the Delaware County Register of Wills and Clerk of Orphans’ Court, having been appointed by the Delaware County Council in 2020 and elected to a full term in 2021. She previously practiced in the complex litigation departments of several international law firms handling multi-district matters, class actions, and appellate litigation. Judge Berry grew up in Delaware County and graduated from Strath Haven High School. She received her AS degree with highest honors from Delaware County Community College, where she was a Pell Grant recipient and received her BBA degrees summa cum laude in Economics and International Business with Spanish minor from Temple University. She received her JD degree magna cum laude, Order of the Coif from the University of Michigan Law School, where she was a merit scholarship recipient and Book Review Editor of the Michigan Law Review. Her legal scholarship has been cited in multiple legal journals including the Harvard Law Review and Yale Law Journal.
Vincent A. Rongione, Esq. was appointed to the office of the Delaware County Register of Wills and Clerk of the Orphan’s Court on January 2, 2024 and sworn into office on January 26, 2024, to serve a term ending in December of 2025. Vince is an experienced and respected attorney with over 15 years of experience in local, state, and federal government administration and law, and an executive who has served in significant leadership roles in a wide range of public and non-profit organizations. In addition to his most recent service as the Chief Administrative Officer in Pennsylvania’s 6th largest municipality, Upper Darby, he served both on Capitol Hill in Washington D.C. as a Director of Communications and Special Projects as well as in the State Capitol in Harrisburg as the Southeast Delegation Director in the House of Representatives. Vince is a Delaware County native and a graduate of Haverford Senior High School. He earned his bachelor’s degree from Villanova University and his law degree from the Villanova School of Law, where he served as a representative to the University Senate. He is also a graduate of the National Outdoor Leadership School in Lander, Wyoming and holds a certification in Basic Mediation from CORA Good Shepherd Mediation in Philadelphia.
